In Cambridge it's the Historical Commission, with an annual vote. CHC staff manage the historic preservation component of the CPA program.

Subject: [MassHistPres] CPA funding in the Historic Category
Brookline is relatively new to the Community Preservation Act and still in the process of establishing rules and practices for our program. We are interested in the experience of other towns- for communities that have adopted CPA , who verifies compliance with the Secretary of Interior's Standards for the Historic Category fund projects?
Thanks,
Tina
