Craig,

This bill would have a significant impact on every local historical commission and 40C local historical district commission in Massachusetts, so yes I think it is important for commissions and others involved in local historic preservation tto understand what is being proposed and if possible to provide their comments in writing to the Joint Committee on Municipalities and Regional Government no later than next Tuesday, June 24.

Is there an expectation that all Historical Commissions provide a written response regarding this bill?

Thank you,

Craig

Thank you for the link to respond to the Joint Committee on Municipalities and Regional Government regarding proposed Senate Bill S1428. My response (attached) strongly recommends reconsideration of the language submitted as I am concerned it creades deleterious impacts to preservation.

As already noted Senate Bill S1428 and its companion House Bill HD4331 if passed and signed into law would significantly amend the Massachusetts enabling statutes for both local historical commissions and Chapter 40C local historic district commissions, so anyone with concerns about how historic preservation works at the local level in Massachusetts should be aware of what’s being proposed.

Senator Becca Rausch, Chair

State House Room 215

The Massachusetts Historical Commission was not consulted in the drafting of this Bill.
