A public way is a public street. A public parking lot is municipal property, just as the city/town hall. I do not believe a parking lot qualifies as a public way.

I am looking for guidance/suggestions for liability/property insurance for
our organization, a small historical society with two historic buildings
and a collection of archives/objects.
Our insurance policy was abruptly cancelled a few weeks ago, the reason
given was that the "buildings are more than 200 years old." We have
struggled to find a replacement and the only option offered is considerably
more expensive (approx. double the original policy).
Perhaps this is happening to other organizations or perhaps there are other
options?
I would greatly appreciate any suggestions. I am aware of the
National Trust Insurance Services.
