[MassHistPres] Sales/new owners in LHDs

If you have staff capacity to track sold property and send out a welcome
letter, that is a great way to alert new property owners.  Shown below is
an example of a postcard that actually goes out to the listing agent from
the city as soon as a property is listed by the realtor.
