[MassHistPres] Select Board and HDC

Not sure that the HDC should be involved with regulating a scarecrow
competition - whatever would be the design guidelines to use? I presume it
will be temporary and not scarecrows erected forever.  Not sure it's the
type of battle in which an HDC would or should engage.
