[MassHistPres] Interested in Historic Preservation trust

Greetings.
      Does anyone have experience with starting a Historic Preservation Trust in their town? Or other vehicles that support historic preservation.
Increasingly difficult and slow progress in my town and add in environmental and other legislations that impact the efforts and I think we need big changes. Even a state wide movement. The Southern states seem to have bigger toolboxes and in those highly regulated historic areas people apparently are clamoring to buy a run down historic property to preserve. Thank you, looking forward to discussion.
