hi there mike...
I specialize in window restoration and am located in western mass...

it appears that the windows in the photo are large 6 over 6 configuration with
four 4 light fixed sash above...

for a significant historic building such as the town hall and being in an historic
district it is almost always best to got with restoration over replacement...rare is
the window sash I have met that requires replacement...

there are a number of window specialists in massachusetts that you may want to
contact for bidding purposes...it takes a good amount of time to create specifications
and requirements so that all bidders are offering pricing on the same specs...
you will find some preservationist, but not all (I am not on the list) here:

please feel free to give a call, I consider myself a hand holder for folks unfamiliar with 
the process involved in restoration...

Subject: [MassHistPres] Brimfield Town Hall

Work needs to be done on the windows in Brimfield’s 1878 Town Hall. The building architecture is Stick Style and the windows in the Great Room are 12 feet tall. I was looking to see what the pros and cons are of restoration vs replacement and also if anyone has recommendations on someone who could do the historic preservation work. The Town Hall is on the National Register as part of Brimfield’s historic district.

 

I’ve attached a photo of the front of the building showing some of the windows.
