[MassHistPres] Experience with selling the demolition delay extension to 18 months?

Another amendment— I don’t know if Brookline is unique in having two delay length categories, but its delay is 18 months for NR or NR eligible structures and 12 months for all others. Originally it had been 12 months. At the time — 20+ years ago — increasing to 18 months seemed politically a stretch in town meeting, perhaps especially as all full demolitions were potentially subject to delay and partials were then being added.
Does the graph exclude most of the shorter term towns (Col. B on the spreadsheet) because it pre-dates them?
