[MassHistPres] Two questions: Certificate of Non-appropriateness and Town building application system when Historic Districts exist.

To take the questions in reverse order

In Brookline, applications in LHDs are automatically forwarded to the Preservation Commission and the building department will not issue a permit until Preservation has signed off.

If there is a violation, a stop work order can be issued by the Building Commissioner.
