[MassHistPres] Two questions: Certificate of Non-appropriateness and Town building application system when Historic Districts exist.

In Townsend, the online permitting has been set up to flag all properties within the Districts, When this is seen by the building department the applicant is directed to the HDC.

In Brookline, applications in LHDs are automatically forwarded to the Preservation Commission and the building department will not issue a permit until Preservation has signed off.

If there is a violation, a stop work order can be issued by the Building Commissioner.
