[MassHistPres] COA certified mailings

Our HDC has received 2 requests that qualify” for a COA, however, each are rather minor in importance i.e., one is a sign that will meet requirements but properly never had one before, and the other is a shed that the Historical Society would like to put on their property. One of several but new and appropriate. 

We do require certified notice letters to be sent by the applicant to all LHD properties for projects that are more comprehensive. Is there policy that would allow for either notices being sent to less property owners or maybe abutters? It’s not an inexpensive task. I’ve seen mention also of special circumstances where a Certificate of non applicability is used?
