[MassHistPres] Development of an Historic District Overlay

You can never totally anticipate what the future may bring and to that thought the Norton Center Historic District Commission would like to begin the work of initiating an Historic District Overlay to the current zoning areas that the LHD resides in. The climate for development without respect for history is presenting itself. 

Any experiences, recommendations of resources or examples of plans are much appreciated. And is there usually a cost incurred?
