While you can make the allowed building envelope more restrictive than the site's zoning in terms of setbacks and height, in response to context, what you are suggesting with explicit abstract percentages sounds like zoning and would seem to exceed any normal interpretation of the scope of 40c. It might put you at risk of being sued.
