[MassHistPres] Demolition Delay and Fees

Hello,
I'm reaching out as the City of Somerville is evaluating historic preservation-related fees. I am hoping to pick your brains on a few questions in this regard:

  1.  Can municipalities charge fees for demolition review permits?
  2.  Can HPCs impose or authorize those fees by law?
  3.  Are HPC members typically compensated for their service?
Any insight would be greatly appreciated!
