New owner building new home on empty lot in HD wants to run above ground electric and phone lines on poles because putting the lines underground is expensive. 
I don’t see in our bylaw that we specifically exclude above ground electric lines from requiring a hearing, like we do air conditioners, storm windows, but it seems like they would be in the category of things allowed without a hearing. 
What do other HDs do?
